Resumo: Este trabalho contribuiu com a identificação de soluções inovadoras e a aplicação da inovação aberta no setor público por meio da participação social. O desafio também serviu para socializar ideias, visto que existe grande diversidade nas Instituições Federais de Ensino e que cada uma gera estratégias próprias para a redução do consumo de água e energia. Este texto pretende colaborar com gestores e pesquisadores ao demonstrar o crowdstorm como relevante ferramenta para impulsionar a prospecção de inovações no setor público.

capa1Mídias sociais e administração pública: análise do sentimento social perante a atuação do governo federal brasileiro

Resumo: Este estudo procurou identificar como a análise de sentimento, baseada em textos extraídos de mídias sociais, pode ser um instrumento de mensura-ção da opinião pública sobre a atuação do governo, de forma a contribuir para a avaliação da administração pública. Trata-se de um estudo aplicado, interdisciplinar, exploratório, qualitativo e quantitativo. Foram revisadas as principais formulações teóricas e conceituais acerca do tema e realizadas demonstrações práticas, utilizando-se uma ferramenta de mineração de opinião que proporcionou precisão satisfatória no processamento de dados. Para fins de demonstração, foram selecionados temas que motivaram a realização da onda de protestos que envolveu milhões de pessoas no Brasil em junho de 2013. Foram coletadas, processadas e analisadas, aproximadamente, 130 mil mensagens postadas no Facebook e no Twitter sobre esses temas em dois períodos distintos. Por meio dessa investigação, observou-se que a análise de sentimento pode revelar a opinião polarizada dos cidadãos quanto à atuação do governo.

Abstract: Open innovation has become an emergent topic in public innovation. Governments and public institutions have used the crowdsourcing, one of the Open Innovation practices, for the development of projects with the citizen participation and open government. These actions are socially relevant and deserve further studies that contribute to the improvement and verification of citizens’ participation and government innovation. This review aims at identifying how ideas crowdsourcing collaborate with coproduction of innovations in the public sector. This paper showed the main ideas of crowdsourcing that is been used for open government and the citizen coproduction. Considering the literature review and the platforms found, the paper concludes that the crowdsourcing of ideas has the potential to contribute to the innovations of coproduction and for solving social problems, providing a space for interaction among different audiences.

capa1Collaborative Innovation in the Public Sector a Case of the Brazilian Federal Government

Abstract: The purpose of this study is to verify the statistical validity of a collaborative public sector innovation model in the Brazilian Federal Government context. This model essentially addresses aspects of co-creation, public sector innovation, and innovation ecosystem. Structural Equation Modeling results show a good model fit. It is concluded that the creative collaborative processes (co-creation) may generate new public values and foster public sector innovation. This stimulates the development of an innovation ecosystem supported by new public values and co-creative dynamics.

Abstract: Open innovation is becoming one of the most relevant topics in innovation management. The practice of open innovation is characterized by the opening up of an organization’s borders to the external environment through the management of inbound and outbound flows of knowledge. Much is already known about the inbound aspect. However, studies associated with the outbound practice are scarce. Facing this research gap, this study analyzed articles published about outbound open innovation in the 2003–2015 period through a systematic review of the literature and verified opportunities for future research. Our findings emphasizen that there are many opportunities for specific studies in this area, which still lacks attention andm deep understanding.

Abstract: This paper presents and tests a conceptual model that explains the innovation practices and innovation outcomes in Brazilian software firms. In terms of internal and external innovation capabilities, the ability to manage the relationship between people and their organizational contexts plays an important role in organizational innovation. Based on these results, we propose that the disparities between software firms in building organizational innovation can be attributed, in part, to differences in their internal capabilities. The paper aims at encouraging and supporting managers to develop internal capabilities as a means of effectively leveraging the internally and externally distributed knowledge essential to Innovation development.

Abstract: The inclusion of citizens in public management is a key factor in promoting democracy. Governments have awakened to the use of open innovation to promote interactions with citizens due to the possibility of achieving innovation through these interactions. Among the
techniques used to encourage open innovation, there is the crowdstorm. Across a wide number of participants, this approach allows solutions to be identified and evaluated. In this paper, we extend crowdstorm theory by proposing a detailed method for planning the use of crowdstorming in the public sector. To validate this proposal, this method was piloted in planning the Sustainability Challenge Project—an open government initiative for conducting sustainability innovations led by the Ministry of Education of Brazil.

Abstract: The strategic use of information technology has awaked the interest of organizations and researchers, strengthening the importance of IT strategic planning (ITSP). However, developing and executing the ITSP of efficient and effective way represents one of the most challenges for organizations. Seeking to circumvent problems and deficiencies inherent to the ITSP, this paper aims to propose the use of balanced scorecard in an IT strategic planning method. An ITSP method was developed by aggregating practices and guidelines of the balanced scorecard (BSC). The resulting method was empirically verified in 20 organizations. The results showed the use of BSC in the ITSP process, contributing to the organizations in the efficient and effective development of IT strategic and tactics plans. The resulting method also contributed to the mitigation of problems associated with the development, alignment and communication of IT strategies.

Abstract: This study proposes a method to plan and implement IT governance in the public sector. The proposed method takes into account the theories of participative management, IT strategic planning, IT governance and public management. By applying the method in five Brazilian
public organizations, it was possible to realize that the proposed method enabled IT governance to be planned and applied in alignment with the demands and particularities of the public sector. Moreover, identification was made of some of the leading organizational factors which drive the implementation of IT governance in Brazilian public organizations.

capa6Planejamento estratégico situacional aplicado à segurança pública em Lavras (MG)

Resumo: O presente trabalho tem por objetivo propor e discutir práticas de planejamento estratégico da segurança pública para o município de Lavras (MG), com base referencial no método de Planejamento Estratégico Situacional (PES). Apresenta-se uma revisão bibliográfica sobre a metodologia PES e segurança pública, possibilitando a definição das variáveis de pesquisa. Sobre o estudo de caso, este foi realizado na cidade de Lavras (MG) e buscou identificar os problemas, os nós críticos e as estratégias de melhorias da segurança pública no município. Mais além, analisou-se a visão de diferentes atores sociais sobre a criminalidade, suas causas e soluções propostas para a cidade, finalizando-se com a proposição de ações estratégicas relacionadas à segurança pública em Lavras (MG). Esta pesquisa constatou que a participação dos atores sociais mostra-se como um caminho eficaz a ser seguido, no que diz respeito à formulação estratégica no contexto participativo. Concluiu-se, pois, que o método PES pôde contribuir para a proposição e discussão de práticas de planejamento estratégico da segurança pública, para o município de Lavras (MG), e que a participação de seguimentos representativos da sociedade é fundamental neste processo, potencializando soluções próximas e acessíveis à população.
